Unless you have have PTO or vacation time to cover your absence, your employer can deny you the right to take a day off, even for a naturalization ceremony. The fact is that most employment is "at will". This means that a company can set the conditions of the workplace much as it sees fit (absent some form of legally actionable discrimination). Accordingly, if you don't have a union agreement or employment contract that gives you rights in this situation, you can be made to report to work.
