Can your employer tell you not to park on city streets if they do not own the property?

My place of employment comes up with new rules everyday. That’s fine but can they tell you not to park on city streets if they do not own the property?

Yes, they can do this. An employer may set any  rules at work or conditions for employment it likes, so long as they are not inherently illegal (so, for example, no telling cashiers to not ring up sales tax). There is nothing illegal about telling people where they cannot park; therefore, whether or not your employer owns this land or property, they can tell you to not park there.
