It depends on the circumstances; as a general rule, someone is only liable--or responsible to pay--if he, she, or it (it if was an organization or business) was at fault in some way. For example: say that the child's tooth was knocked out because there was a loose or cracked step that he or she stumbled on; or there was a risky activity at the function; or the children were not being supervised correctly. In that case, the school might be liable. If the tooth was knocked out by another child, the parents of that child might be liable--and the school might also be, if again, there was inadequate supervision. But if a child just stumbles, falls, and looses a tooth and no body did anything wrong, then no one would be liable. Liabilty depends on fault.
