Yes, when charges are dropped, the case is dismissed. However, the fact that charges were initially filed against you (then dismissed) is still something that could potentially be found on a background check, unless the charge is expunged. While you would not need to answer in the affirmative about any conviction or guilty plea, since matters were dropped, there is therefore still the chance this could come up and cause problems.
