My son ran his own IT business and he passed away. He has clients that have not paid for his services he rendered can we collect it from them

If the company was an LLC or or corporation, the LLC or corporation continues after his death and the company can collect on the money. Whomever now has authority to act on behalf of the company (which may be your son's estate's executor or administrator, if he had no succession plan or second in command) can take legal action if necessary.
If your son's business was a sole proprietorship, so the debts were owed to him personally, they become debts owed to his estate and his estate (again, by the executor or administrator) can take steps to collect.
