In "at will" employment (and most is), a company can set the conditions of employment much as it sees fit. This includes whether or not to offer shift differential pay. This is true unless such action violates company policy or the terms of a union agreement or employment contract. Also, employee treatment must not constitue some form of legally actionable discrimination.
