Unless this medical issue constitutes a "disability", which may be covered under tha ADA, absent some other form of discrimination playing a role, you have no claim. That is unless your not being given the promotion violates the terms of an employment contract or union agreement. Otherwise, you are an "at will" worker which means that your company can set the condtitions your employment much as it sees fit. This includes if and when to give you a promotion.
