Do I have to tell the insurance company when I have a new driver in my household?
My daughter is turning 16 within the next 12 months and will be getting her license. Isn’t she already covered under my current policy as a guest driver?

I am a lawyer in CT and practice in this area. Insurance laws are generally governed by contract law. This means that the contract that you have with your insurance carrier governs whether or not your daughter is insured. You want to make sure that your daughter is on the policy. Do not assume that she is a guest driver. Make sure she is written in the policy as an authorized driver.
