I was served papers to go to a local court. The officer who served me the papers said at the worst I would get a fine.

Absolutely--for any criminial case, you really do need a lawyer. I say that not to drum up business but because the system is so stacked against you that you realy may be rolled over quite quickly. Most good judges will plead with you to get a lawyer.
