In Texas, you should be allowed to make a phone call. Denying suspects a phone call could be construed as denying them access to counsel. The Texas standards are that a phone should be available and arrestees should be given reasonable access to call any attorney.

Your question is light on facts, however. Let's say that an arrestee is making threats and behaving violently, and also screaming about his right to a phone call. Obviously the police will be justified in taking some precautions, and precautions can take time.
