My employer is trying to tell me when I can ad can not make a doctors appointment while I’m on my days off. He is telling me that if he has a mandatory meeting already scheduled then I’m not allow to schedule a doctors appointment for first thing in a the morning, but my doctor usually takes blood every time I go in so I have to fast but ‘m wondering if he has the right to do that

Yes, your employer has an absolute right to tell you when you can and cannot make doctor's appointments. Your employer sets the hours of employment and determines what you have to do at work--including attending mandatory meetings. The employee has to accommodate, or meet, the employer's needs and schedule, not the other way around. (This is all part of "employment at will.") You may simply have to fast longer (to have a later appointment) or set up a weekend appointment.
