There are grounds under which they could--for example, if in their experience, this doctor or doctor's office misprescribes in some way, which could include prescribing the wrong drug or dosage, ignoring drug interactions, or giving people prescriptions they don't need (such as for prescription pain killers, when there is no basis for it). A pharmicist has his/her own ethical and professional obligations; they would not be required to fulfill prescriptions that they have a good basis for believing are  harmful or even illegal (e.g. the doctor is basically "selling" or "dealing in" prescription pain killers).
