No, they don't need it. Worker's compensation is only needed if you have workers, obviously enough (the same way you don't need auto insurance if you don't have a car). Any entity without employees does not need it; for example, a small LLC, where the only people doing anything are the owners ("members") themselves (who are exempt from the requirement for worker's compensation) and there is no other staff, does not worker's comp. Similarly, an HOA without employees does not need it.
