Whether or not to withdraw and drop criminal charges is a decision which is made by the prosecutor, not the alleged victim. Accordingly, a case may go forward and be prosecuted over a victim's objection (although prosecution would be easier with their cooperation). That is true so long as there is other evidence to support the charge.
