Is it discrimination that my multinational company has policy to not recruit any
ex employees? I quit the company 6 years back after working there for 10 years.
This policy is in effect from 2 years2016.

This practice does not constitute a form of legally actionable discrimination. For that, there would need to be a policy against re-hiring former employees due to their race, religion, age (over 40), disabiltiy, gender, nationality. Since that's not the case here, you have no claim. The fact is that a company can set the conditions of work much as it sees fit, absent an employment contract or union agreement ot he contrary.
