Employment verification letter

I worked for a public school in New Mexico for almost a decade. I moved on a
few years ago, but I now need an employment verification letter for a work visa
which they refuse to give me.

Do I have any recourse here?

There really isn't anything that you can do unless providing such a letter is mandated under the terms of an employment contract or union agreement. The fact is that an employer is under no obligation to fill out any forms or provide any assistance or help if it does not want to. However, you should be able to provide evidence of employment in other ways such as pay stubs, copies of pay checks, statements from a payroll processor, a W-2 from last year, etc.
