If my father left an annuity in my ex-stepmother’s name, how do I make a claim?
They divorced 20 years ago. I am his only child and the Will states that I am the sole beneficiary of assets not passing through the Will.

You need to take an inventory of all assets of your father's estate and track down what the basis is for the annuity that you have written about. If it is under a life insurance policy or trust as to the "ex-stepmother" then most likely you have no factual and legal basis to make a claim against it.
