Doctor-shopping means seeing multiple doctors for the same condition to get multiple prescriptions in amounts small enough not to arouse any one doctor's suspicion. This includes complaining of acute pain at various emergency rooms, often at hours when the patient's primary doctor can't be reached.
One of the most common methods of detection is filling the prescriptions at the same pharmacy. By law pharmacists must notify police of this kind of suspicious activity. Also, getting stopped for a traffic violation and having various prescription bottles for the same drug (for example oxycontin).
As for penalties they can range from treatment in a drug rehab facility, to fines, to jail time. It all depends on the specific facts of the case.
