I have full custody and her biological father has not been in her life. How can I go ablut doing that as well as changing her last name?

If your daughter wishes to have her last name changed and be adopted by her stepfather, you need to begin by getting a family law attorney to begin the petition process. The biological father will need to terminate his rights as a parent (and the court will have to alllow) and then the court can begin the process of adoption. Once adoption occurs, you can complete the process with the name change and amending her identification cards, the first one being her social security card.
