What to do if I ordered a cuztomized wedding dress and put a down payment but called them the next day to cancel my order and they refused to cancel it?
I was told that I need to pay 30% penalty. I don’t want to do business with them anymore if that’s what they do to their customers. How can I get a full refund? I used my credit card.

You can't get a full refund unless and only if the seller had a refund policy allowing you to get a full refund under certain circumstances and you complied with the policy's requirements. Otherwise, refunds are not required by law when it's the customer who decides to cancel the law allows them to keep any/all deposits and/or sue you for their lost profit, if they were ready, willing, and able to go through the deal and you elected to cancel. You are not allowed to unilaterally without their consent cancel a  transaction or get out of a sale.
