If my license has been suspended due to non-payment of a fine, can filing either a Chapter 7 or Chapter 13 help me regain my driving privileges?

My license is suspended is due to non-payment of about $7500 in fines for driving with suspended license, no insurance and displaying a suspended plate. These fines are currently in collections. I have no assets.

Under federal bankruptcy laws the filing for bankruptcy protection does not discharge fines owed to a municipality as you have written about. Based upon what you have written about, the desired bankruptcy filing will not discharge the $7,500 that you owe.
