Unfortunately, the decision to use a married name or a maiden name is up to the wife/ex-wife.  The exception could be if the court ordered her to use her maiden name-- and she was using her married name to defraud someone... but the relief would go to the person who is being defrauded... which may or may not be you.
If she is using your full name, not just your last name, without your consent, then this would be considered identify theft, which is a felony in Texas.
