The fact is that an employer can change the terms and conditions of employment, with or without notice (however no changes can be made after the fact). Unless such a change in pay is the result of actionable discrimination or violates the terms of an employment contract, exisiting company policy or a union agreement. Otherwise, a pay reduction or any other term or condition of employment can be changed by an employer "at will". For their part, an emloyee can choose to continue to work for their employer or not.
