You need to speak with an attorney in your area as soon as you can. You are correct that if there is a garnishment in place then your license should not be suspended. But what probably happened is that the suspension - which is quite legal and allowed under state law - was ordered before the garnishment was put in to place and then put in to effect after wards. Time delay. It should be able to be lifted.
