I purchased a home for my sister and family. They have been living there and paying the mortgage. hey are now able to obtain a mortgage. What is the easiest way I can turn the property over.

You can sign a quitclaim deed transferring the property to your sister.
A quitclaim deed releases your entire right, title, and interest in the property. It needs to be signed in the presence of a notary. The quitclaim deed is effective upon being recorded (filed with the County Recorder's office).
