Under the laws of most states, in order to have a legal raffle under the law, the entity that is conducting the raffle must be a recognized charitable organization under Internal Revenue Service requirements (tax exempt organization) and the entity is in compliance with state law in conducting the desired raffle and has registered the intended raffle with the designated entity overseeing the process, most likely the attorney general's office.
If you are an individual who wants to raffle off your business or land, you cannot legally do this.
