How long can an employer legally go without giving you hours?
I have been employed 9 months but have not had hours at the store for 5 months. I was hired on for 10 – 15 hours a week but obviously that has not been the case. I have a permanent position, not seasonal, and didn’t even get a single hour during the winter holidays.

There really is no such thing as a "permanent position," unfortunately, unless you happen to have an exceptionally strong employment contract: employers may terminate you at any time. They may also suspend you at any time, for any length of time; and/or simply not give you hours or shifts. There is no requirement, unless stated in an employment contract, to give employees hours.
