If I understand your question, you want to know how long you can be kept in jail in Viriginia while Pennsylvania tries to extradite you. If you are in jail in Virginia, on Virginia charges or a conviction, it doesn't really matter.
Otherwise, you can only be held in jail or on bail for a total of 90 days from the date of your original arrest on the extradition demand. But it rarely takes that long for the out-of-state extradition demand to be decided, because the Virginia court is not allowed to look into whether or not you are guilty of the Pennsylvania charges.
If your question is, how long after the Pennsylvania conviction or charges against you were entered, can they try to extradite you, there is no hard and fast time limit. The law is not set up to reward criminals, or defendants awaiting trial, for being more successful fugitives!
