It's like bidding on at an auction--there is no general legal limit on the number of offers that can be placed on a home. The seller's could have placed limits if they'd chosen, such as "will only review 1st three offers" or "will only accept offers made through midnight Tuesday," but if they did not put such a limit on it, there's no reason you can't offer, too.
