There is no one-size-fits all answer. For each town or municipality, you need to review the local zoning, building code, and health ordinances: any number compling with all zoning (etc.) ordinances is legal. However, if the home is a rental, you also have to review the lease: the total number of people, and/or the number of unrelated adults, can be restricted by lease, so the number would have to comply with the lease, too.
