How should I answer this question on job applications? Does that mean I was still convicted?

Most diversion programs are designed to be ways for defendants to 'earn' dismissals of their cases by completing certain requirements (basically an informal probation.) If this was your type of diversion program, then you can answer that have not been convicted of an offense. To know for sure, however, you need to get a copy of all of your court papers and let an attorney inspect them. It should be quick meeting that will give you some peace of mind.
