How to re-apply citizenship after 5 years?
I applied for citizenship. I passed most everything but was denied due to a past drug arrest for using. So now do I have to resend the police record even though it is expunged and it is another state? The last time I sent the court papers and everything.

You need to refile the whole thing and start the process from ground zero if it was denied. Expunged records still have to be provided and disclosed. I would be glad to help. Feel free to email me directly at [email protected]

Yes, typically the USCIS interviewing officer will want to review this again. You do not need to send it with the application, but just need to have it later for the interview.
