If I knew where a fugitive the FBI was seeking was, would I be within my rights to withhold that information unless I receive a cash reward?
There was a cash reward a couple of years ago. However, even if there wasn’t would I be entitled to one?

There is no automatic entitlement to a cash reward: if there is one at present and you qualify, you'll get it, but not otherwise.
If you know where a fugitive is and withhold that information, you coud find yourself liable for interferring with an investigation, with aiding and abetting, with harboring a fugitive, or some combination of those. You really should do your civic duty--and avoid potential liability--by sharing this information.
