What to do if I agreed to pay a concrete contractor $1,900 for work on my home but now that the ground has been leveled and forms are in but he wants $3,600?
He now tells me it will be $3,600 to complete the work.

Assuming you have a written contract as required by law with the licensed concrete contractor, read it carefully in that its terms and conditions control the obligations owed to you by the contractor and vice versa. If the contract states $1,900 for the work with no contingencies for change, then $1,900 it is.
If the contractor balks about the matter, consult with an attorney that practices in the area of contract law and/or your state contractor's license board.
