Under the laws of all states in this country so long as you are a minor (under the age of 18 years), your mother has the legal right to seek a restraining order against the adult that you are seeing. The almost 20 year age difference between you a minor and the person you are dating who is an adult is a big difference where your mother should be concerned for your general welfare. Likewise she can get a retraining order against you as well from seeing the person you are seeing under the laws of all states in this country.
