Wage discrimination in this country based upon differences in gender is illegal per se with respect to the question that you have written. However, just because a male holding the same title and position as a manager makes more per hour than a female with the same title and position does not demonstrate gender discrimination by the small business owner.
Possibly the male has been on the job longer or has more experience than the female worker holding the same position.
