Can I draw my pension at the same time as unemployment?

I am a school teacher 59 years old was laid off from my job. I have been on unemployment for almost 22 weeks seeking employment, not having any luck. I will be eligible for tier one only. I am now considering drawing my monthly pension from PERS and STRS retirement. I have paid into both these retirement funds. My monthly intake will be approximately 1,400 from the retirement. When I sat with my STRS COUNSELOR he said I could back date my retirement from the time I was laid off. I have read the EDD website and it is confusing. Can I receive my retroactive without penalty? I will still be seeking employment.
