There was no written contract but I did give him a bill. Everytime I ask him for a check he ignores it and never returns calls. How can I get him to pay legally?

The way to make someone pay for services rendered when he/she will not voluntarily pay is to sue. You bring a suit for breach of contract--even if there was no written contract, there was still an oral or verbal agreement that he would pay you to do the work. For smaller amounts (less than, say $3,000), you may wish to sue in small claims court, acting as your own attorney.
