What is the best course of action in getting my dog back from my ex boyfriend?

The dog’s adoption form is in his name, however the numerous medical expenses and microchip are in my name. I understand that dogs are seen as property in the eyes of the law and it isn’t a custody battle.

If the dog was adopted in your ex-boyfriend's name, then even if you paid the medical bills or are the person on the microchip, it is legally his dog, and you can't force him to give it up--you can just try to persuade him to give you the dog. The dog being adopted in his name is like a car being titled in a person's name--the adoption papers (or car title) show the legal owner.
