I currently share custody of my 3 year old with her father under a temporary court order. I have her 75% of the time.

Given what you have written about the chances of you being able to relocate to a foreign coutry where a United States court has a custody in place as to your child is remote if the other parent contests the move. I suggest that you consult with a family law attorney further about your matter for guidance.
