You need the permission from the legal guardians (e.g. parents) of all children. You could, of course, blur out the faces of the other children, or photo shop in faces for which you do have permission; but you cannot sell a picture containing a person's image and profit thereby without the permission of the person or, if a minor, their legal guardian.
