So basically what you are saying is that the landlord has now reduced the services you have paid for and agreed to in your lease.  And altered the lease agreement "unilaterally."   I think that the answer here is "no" and I think that this regulator is a problem from the get go.  You can go to landlord tenant court and see what they have to say about this all.  Ask to pay your rent in to court until the matter is resolved.  Good luck.
