I believe I am a victim of discrimination
I work in a department with 28 people, all of doing the same job.
Everyone in the department has been approved to work from home, however,
my request was declined and no one can tell me why. Do I have a
legitimate dispute?

Was some form of legally actionable discrimination or retaliation the reason for your treatment (i.e. was it based on your race, religion, disability, age (over 40), etc.)? Does this action violate the terms of an employment contract or union agreement? If not, then I'm afraid that you have no claim here. The fact is that not all worker's need be treated the same or even fairly (absent the above described discrimnation). Accordingly, a company can set the conditions of employment much as it sees fit. This includes who to allow to work remotely from their home.
