If I did community service in lieu of traffic fine 11 years ago in another state and am now applying for naturalization, how can I access those records?

YOu have to get the records from the court to which the proof of your community service was submitted so that it was sufficient to discharge your obligation in lieu of the traffic fine. If you are not able to reach them online or by phone, try to go there if you can or ask someone to do it on your behalf. The burden of proof is on you to provide the documentation to USCIS.
