Talk to a personal injury attorney in your vicinity to determine what, if any, recourse you may have. Most personal injury attorneys will work on a contingency basis. If you don't collect, neither do they.
The mere fact that the property was state owned does not give rise to liability. Was the property poorly maintained? Was there an obvious defect which should have been corrected?
Conversely, were you impaired at the time? Involved in an altercation?
