Statute of limitations apply to causes of action either criminally or in a civil action. There is no per se statute of limitations as to reissuing your license to drive a motor vehicle. If you have not cleared the conditions to get your license there is a chance that you may not be able to get it. I suggest that you consult with a criminal defense attorney in your locality for help. One can be found on attorneypages.com.
