As a US citizen is there anything I can do to help him? I have known him for about 4 years and met him when I was living there for work purposes for a few years.

As a friend, unfortunately, you cannot do anything. If you marry him or petition for him as a fiance assuming that is the nature of your relationship, then there is a chance that he can come to the US in that capacity. Considering that I don't know what your relationship is, that is the extent of my possible answer.
