What to do if I have a friend who’s landlord went into her apartment without telling her?
Someone saw him leaving while she wasn’t there. When she asked him about it he said he heard the smoke detector beeping. Is he able to do that?

Under the laws of all states in this country a landlord ordinarily has to give his or her tenant reasonable notice to enter into the rental. Ordinarily 24 hours is deemed reasonable notice. However, in an emergency situation a landlord can enter into the tenant's unit without notice such as when a smoke detector is beeping.
I would simpy tell your friend about what you observed and her do what she needs to do.
