What to do if a neighbor moved all brush from a recent storm from their yard onto my driveway and then called code enforcement on me for failure to clean up trash and debris?
These neighbors have also thrown trash and other limbs into my yard, as well as blow all of their leaves from their yard into mine during the fall. What is the best legal way to get this harassment to stop?

Given what you have written with respect to the problem neighbor setting you up for a code enforcement violation it appears that you need to retain a real estate lawyer to write a cease and desist letter to them mandating that they stop immediately their bad behavior or be subject to an action for trespass and injunctive relief by you. My experince is that such people will continue to "bully" others unless legal intervention results.
