What to do about a second offense shoplifting charge?
I have only been arrested one other time in my life and it was also for shoplifting. That was 3 years ago and I did not hire an attorney. They gave me 1 year probation, theft classes and 80 hours of community service. Should I hire an attorney this time? And is it highly likely that I will have to serve a jail sentence this time?

I suggest that you consult with a criminal defense attorney about your second shoplifting offense in that you will most likely not get off so easy as you did the first time. Most likely you will have to serve some jail time since you are a repeat offender unless your criminal defense attorney can work a favorable plea deal for you.
